Government plays a significant role in health care by regulating and funding health care systems. In many countries, the government is responsible for providing basic health care services to its citizens, either directly or through public health insurance programs. Government involvement in health care can also include setting policies, standards, and guidelines for health care providers and regulating the safety and effectiveness of drugs and medical devices. Additionally, government funding often supports medical research and public health initiatives, such as disease prevention and vaccination campaigns. The degree of government involvement in health care varies between countries and can be influenced by political, economic, and social factors. The Act for the Relief of Sick and Disabled Seamen, which was signed into law by President John Adams in 1798, established a tax on sailors to provide for their medical care and created the Marine Hospital Service. The Marine Hospital Service later became the U.S. Public Health Service in 1912.
