In addition to giving a general overview of the issue of homelessness, the case study will examine the economics and demography of Denver, Colorado. This research will provide an overview of the activities carried out by the Colorado Coalition for the Homeless. This study will examine the project’s advantages and disadvantages, a SWOT analysis, potential legal issues, and potential remedies that would allow the project to proceed. Case Study: Economic Development Action Plan

Introduction

The Colorado Coalition for the Homeless is an initiative that operates in Denver, Colorado, and it will serve as the focus of this Case Study. The purpose of this case study is to investigate the economic outlook and demographic makeup of Denver, Colorado, in addition to providing an overall summary of the problem of homelessness. As part of our research, we will present an outline of the actions carried out by the Colorado Coalition for the Homeless. This research will examine the benefits and drawbacks of the project, as well as conduct a SWOT analysis, identify any potential legal difficulties, and investigate viable solutions that would allow the project to move forward. This case study will prove the project’s economic success by providing a significant community effect and lowering the number of homeless people.

Denver, Colorado

Denver serves as the residence of the state’s administration and the vast majority of its citizens. Additionally, it contains the names of the county and the city (Smith & Foote, 2017). A total of 715,522 people were counted in the population during the 2010 and 2020 censuses, representing an increase of 19.22% (Census Bureau, 2023). It is the capital of the fifth-most populated state in the U.S. and is ranked as the nineteenth most populous city in the U.S.U.S. (Palacios, 2017). The southwest part of the country is where you can find the city of Denver. It is situated in the South Platte River Valley, east of the Rocky Mountains Front Range and west of the Great Plains. Directly east of the confluence of Cherry Creek and the South Platte River is where the city’s central business district is located. This location may be about 12 miles (19 kilometers) east of the Rocky Mountains’ easternmost point. This location has the name James W. Denver in tribute to the former governor of the Kansas Territory (Song, 2019).

Given that it is exactly one mile (5280 feet or 1609.344 meters) above sea level, it is referred to as “the Mile High City.” The longitudinal reference for the Mountain Time Zone is the 105th meridian west of Greenwich at Denver Union Station (N.A.L.H.E., 2022). The United States is the location of this time zone. Denver is categorized as a Beta city in the Globalization and World Cities Research Network findings. At the time of the 2020 census, there will be 2,963,821 people living in the Denver-Aurora-Lakewood M.S.A. in Colorado. As a result, this region’s Metropolitan Statistical Area is currently the sixteenth most populous in the country (Belderbos et al., 2022).

Economic Situation

Colorado’s Legislative Council Staff’s independent financial analysts predicted in December that the state’s G.D.P. would rise by just over 1% in 2023 while inflation would drop to 4.6% (Colorado.gov, 2022). This was their economic prediction for the state. Both of these forecasts are based on the economic assumptions that the state has made. Colorado’s population is projected to reach 5,849,409 people in 2022 (Colorado.gov, 2022). Colorado has climbed one spot to fifteenth place among the 50 states during the past five years because of its 0.8% annual growth rate. Colorado’s Gross State Product (G.S.P.) is anticipated to increase by 2.4% over the previous five years to $371,3 billion in 2022 (Colorado.gov, 2022). Colorado had 3,382,577 employed residents in 2022, and the state’s economy had expanded by an average of 1.4% each year during the previous five years (Colorado.gov, 2022). With a combined unemployment rate of 3.5%, professional, scientific, and technical services, real estate, rental and leasing, and the technology industry are predicted to be the top three job sectors in 2022 (Colorado.gov, 2022).

Economic Problems

A severe problem of homeless individuals plagues the metro area of Denver. The COVID-19 epidemic drove some shelters to close their doors, which increased the number of individuals forced to live on the streets (Rowan et al., 2022). The broader public became more aware of the problem as a consequence. The study’s findings indicate that finding new housing becomes more complex as a homeless stay lengthens. Between 2021 and 2023, it is anticipated or estimated that $1.7 billion will be spent on helping persons who are homeless (C.S.I., 2022). The annual cost is predicted to increase from $465 million in 2021 to $660 million in 2023. This amount represents a $42 million, or 42% increase over the preceding two years (C.S.I., 2022).

Economic Initiative: Colorado Coalition for the Homeless

The goals of the Colorado Coalition for the Homeless include finding long-term solutions for homeless and at-risk families, children, and adults throughout the state and measures to stop homelessness before it starts (Colorado Coalition for the Homeless, 2023). The Coalition promotes a continuum of housing alternatives. It provides a range of services that may be adjusted to fit the unique needs of each person it serves to enhance the health, stability, and well-being of those it serves. Since the organization’s founding more than three decades ago, its community service, housing, and healthcare projects have won praise on both a regional and a national scale. The Coalition uses an all-encompassing strategy that considers both the causes and consequences of homelessness. Every year, it assists over 20,000 families and people in dire need of help (Colorado Coalition for the Homeless, 2023).

Importance of project

Authorities in Denver, Colorado, are concerned about the number of homeless people living there (Westbrook & Robinson, 2021). Homelessness can result from various factors, not just a lack of secure housing. Various health issues have been connected, including sickness, aggressive behavior, hunger, and physical and emotional stress (Giano et al., 2020). Not only do these health issues significantly impact the lives of homeless people, but also the lives of their families and the communities in which they reside. To bring individuals together who can help in the effort to minimize the number of homeless persons in the city, a strategy must be established to find out who is living on the streets in Denver, Colorado. Additionally, it is necessary to devise workable solutions (Bender et al., 2018).

Finding long-term solutions for families and individuals in the state of Colorado who are currently without a home or are in danger of losing theirs is the goal of the Colorado Coalition for the Homeless. The Coalition’s goal also includes keeping individuals from ever ending up homeless. The Coalition promotes a continuum of housing alternatives. It provides a range of services that may be adjusted to fit the unique needs of each person it serves to enhance the health, stability, and well-being of those it serves (Colorado Coalition for the Homeless, 2023).

The organization has a long history dating back over three decades, and it is widely recognized both locally and abroad for its wide array of activities in community service, housing, and healthcare (Colorado Coalition for the Homeless, 2023).

In 2016, 10,550 persons in Colorado were anticipated to be homeless. This represents a 6% increase over the previous year. Every year, volunteers who assist the homeless are requested to count those who have obtained homes and those who are still without one. However, it is critical to remember that this figure is prone to significant fluctuations because data is only gathered on one day each year (Kenney, 2016).

The Coalition adopts a holistic approach that considers both the causes and effects of homelessness. More than 18,000 individuals and families in need receive aid from it every year. There are openings in more than fifty different programs at the Coalition, a supportive workplace for those who have experienced traumatic events. The project places a high value on developing and training our team in a rich cultural variety setting since it enables us to think and carry out our duties in unique ways. The Coalition provides a complete benefits package to its employees and promotes open communication to improve workplace standards continuously (Colorado Coalition for the Homeless, 2023).

SWOT Analysis

Strengths

Denver, Colorado, locals have a long history of helping individuals without a place to live. This project is well known to the public, and it is evident that the government cares about homeless people. It also provides us with food and a home, which are essential for our continued survival (Sbicca, 2019). The Colorado Coalition for the Homeless has assisted homeless persons in Colorado for the past 30 years in their search for housing and medical care. This is founded on the idea that persons who are homeless should have access to secure housing so they may address issues like mental illness, drug addiction, and a variety of other long-term medical ailments. Secure housing is crucial for effectively addressing these issues, which is why this research is being done (Robinson, 2019).

The Coalition offers physical care (medical, dental, vision, and pharmacy services), behavioral health care (mental health services, addiction treatment programs), and supportive housing. The Coalition provides its services following this interdisciplinary, patient-centered model. The term “multidisciplinary approach” refers to offering clients services. More than 13,000 homeless people and families received medical care with the Coalition’s assistance in 2013. Like many people the Coalition serves, many homeless people battle health issues, including high blood pressure, diabetes, and asthma (Rowan et al., 2022).

A non-profit group constructed most 1,600 houses for homeless families and individuals in the Denver metropolitan region. They were constructed in Denver. Many of these facilities were created for sick people who struggle to heal because they do not always have access to nutritional food, fresh water, and a comfortable place to rest. Many of these facilities were constructed for this reason. This is because recovery is more challenging when these substances are absent (Colorado Coalition for the Homeless, 2023).

Weakness

Misconceptions about the people served, most notably the idea that they are lazy, malevolent, or they got what they deserved. Likely, individual contributions will significantly impact the core population, primarily unmarried individuals, because there is a need to support from companies. This is one of the reasons the project is failing throughout the county. Some individuals think Colorado’s state budget for homelessness is far too generous (Rankin, 2019).

Colorado has the most recent data on the overall number of persons in need, and the funding available to assist the homeless is at an all-time high (Brown, 2022). However, things may become far worse before they improve. Years will be needed to evaluate how well the several medicines that have been proposed will work, and it is yet unknown how big of an economic impact the global epidemic will have overall (Brown, 2022).

Opportunities

Because of the status of the economy, people are more aware of those who need to eat and have a place to live. Existing programs may be expanded to handle the rising number of people needing help. By working with other organizations that help individuals in need, it would be feasible to increase the number and range of services offered to the homeless. It may collaborate with both for-profit and non-profit organizations to reduce the number of individuals who live on the streets. The people and towns spread out over the state must cooperate to accomplish these goals. By taking the initiative, standing up for the environment, and trying to make it simpler for members and the field to address environmental challenges, the objective should be to effect change.

Denver residents should work together to create solutions that will end and prevent homelessness. There should be an increase in the number of participants dedicated to finding a solution to the homelessness problem (Katz et al., 2017). This comprises leaders in the public and private sectors, strategic partners, and those in charge of emergency shelters and transitional housing. Collaboration with localities spread out over the state, and the availability of opportunities for residents to assume leadership positions, band together, campaign for their issues, do research, and educate themselves serve to achieve this goal.
