I believe the second law in Newton’s three laws of motion would be most important to phsyics. If we consider the first law to be foundational, in other words, because objects at rest, want to stay at rest, and those in motion, want to continue that motion the law of inertia, first deduced by Galileo, gives us no real distinction.
